Development of cement sector data and MRV systems and design of a support scheme for cement sector mitigation actions
Activities: (2014 - 2030)
- Collection of updated sector data on emissions, technologies, costs and mitigation potential
- Development of baseline emission projections for a range of scenarios
- Development of MRV system of international standards
- Development of data systems and institutions for data collection
- Design of a credible support scheme / policy mix that can help to attract international (supported and/or credited) climate finance

Since 2014, a readiness plan for Vietnam's cement sector is under development. The aim is to strenghten Vietnam's capacity to develop and implement an appropriate GHG Mitigation Action Plan through a two-year pilot programme.
The results of a pilot programme, which was completed in June 2016, were presented at the UN Marrakech Climate Change Conference. The programme delivered: 26 technical working papers; 33 consultation meetings and training workshops; 28 site visits for consultations and assessments; and a Readiness Plan, which recommends activities for developing the capacity and enhancing cooperation between the stakeholders for an effective implementation of the NAMA
